1) You can actually do this, and so its just in a menu setting. In this case, just read the manual. If its supported by your TV, it will be in the manual.
2) You can’t do this, because its something built right into the image processing of the HDTV. In this case there’s nothing you can do. The TV handles it all on its own, giving you no control over the matter. I think most HDTVs with 120Hz or 240Hz refresh rates are like this.
Its more of an artificial refresh rate, in computer terms the TV is actually only 60Hz. The HDTV refresh rate is not quite the same as your computer refresh rate. So hooking up a computer shouldn’t both it at all. You shouldn’t have to line up the refresh rates exactly or such, that shouldn’t be an issue.
